Small business in Sooke
The District of Sooke was incorporated in 1999 and sits in the traditional territories of the T'Sou-ke and Scia'new First Nations, about 38 kilometres by road from Victoria. The 2021 census counted 15,086 residents. Highway 14, known locally as Sooke Road, connects the District to Langford and Victoria and to Shirley, Jordan River and Port Renfrew further west, and it forms part of the Pacific Marine Circle Route. The town is a base for visiting the wilderness parks of the southwest coast, including Juan de Fuca Provincial Park.
A licence is required before beginning business activity in the District of Sooke, and that covers storefronts, home-based businesses, contractors and mobile services, food vendors, pop-up retail, seasonal operations and short-term rentals. You complete the application, get any approvals your business needs, such as zoning confirmation, a fire or building inspection or an Island Health permit, then pay the fee; most licences are processed within 10 business days. Licences renew every year, with renewal notices mailed by November 30. Short-term rentals must also meet provincial rules, and listings have to show both the provincial registration number and the District licence number.
Sooke is one of the 13 communities in the Greater Victoria mobile business licence partnership. Contractors, tradespeople and other mobile operators can buy an Inter-Community Business Licence, which the District says is purchased in addition to a District of Sooke business licence. The District's Community Economic Development Officer offers guidance on zoning, licensing and commercial opportunities, and the Sooke Region Chamber of Commerce, established in 1948, runs networking mixers, the Business Excellence Awards and shop-local programs for the area.
